A European country tries to send cluster munitions in Ukraine

A European country has proposed to send cluster munitions in Ukraine believes this type of controversial weapon could help Ukrainian forces on the battlefield, an official said on Wednesday.

The European official, who declined to reveal his identity and the name of his country, said his government has approved the shipment, and is working to obtain permission from Germany, which has participated in the production of these munitions.

A United Nations treaty supported by most Western countries bans the use and transfer of cluster bombs, which release large numbers of explosive bombs and often pose a threat long after conflicts have ended.

Russia has not signed this treaty and the United Nations has previously expressed concern over Moscow’s use of cluster munitions in populated areas of Ukraine last year.

But the European official believed that cluster munitions have become more advanced and that the West must be “in an advanced position” to support Ukraine.

He added during a visit to Washington: “Ukrainians are asking for them. They are legitimate weapons. The collateral damage is not as great as it used to be. It was very great in the 1940s and 1950s, and now it’s very manageable.”

“Ukraine needs to win the war. That is the goal,” he stressed, noting that “the Russians are using weapons of all kinds that are 100 times more terrifying than cluster munitions.”

The official acknowledged that Germany needed time to make a decision.

After pressure, German Chancellor Olaf Scholz announced on Wednesday his agreement to send Leopard 2 heavy tanks in Ukraine.

Foreign Policy magazine reported earlier this month that Turkey had supplied Ukraine with Cold War-era cluster munitions, but Ankara has denied the report.
