Approval of any draft resolution in Security Council requires the approval of at least nine members and that none of Russia, China, Great Britain, France and the United States are vetoed.

Russia canceled a scheduled vote in the Security Council last Friday after accusing Western countries of applying an “unprecedented pressure” campaign against the measure.

Russia proposed the draft resolution after France and Mexico withdrew a draft resolution on the humanitarian situation in Ukraine, because they said Moscow would veto. The draft resolution criticized Russia for its role in the deteriorating humanitarian situation in Ukraine.

Ukraine and its allies have in plans to vote on a similar draft resolution this week at the UN General Assembly, where no country can veto. Although the resolutions of the General Assembly are not binding, they have political weight.

For his part, US Secretary of State Anthony Blinken yesterday described the UN Security Council’s vote and rejection of the draft Russian resolution as a confirmation of Russia’s isolation from the rest of the world.

Blinken also said he emphasizes Moscow’s “desperation” to divert attention from the “horrific violence it is inflicting on the Ukrainian people.”

In turn, US Representative to the Security Council, Ambassador Linda Thomas Greenfield, said Security Council members “abstained from voting on Russia’s decision shifting the blame for the humanitarian crisis that he left in Ukraine. “Thomas added that the vote was a” united protest “.
