Ambassador Al-Attiyah delivers Kingdom Speech, congratulating States Parties to the Convention on the Prohibition of Chemical Weapons in on the occasion of the twenty-fifth anniversary of the entry in force of the agreement, noting the success of the agreement in the field of disarmament, which would not have been achieved without the efforts made by the States Parties to the Convention with enthusiasm to implement the provisions and obligations in contained therein and to cooperate with the Technical Secretariat in permanent and effective way.
He renewed the importance the Kingdom places on fulfilling its obligations under the Chemical Weapons Convention, because of its belief in the Convention’s objectives to strengthen pace and international security, guaranteeing the use of chemistry only for peaceful purposes and as an extension of the firm policy of the Kingdom aimed at strengthening cooperation to ban all types of weapons of mass destruction and prevent their proliferation, including the liberation of the Middle East from weapons of mass destruction.
Ambassador Al-Attiyah stressed that the use of chemical weapons and toxic chemicals as weapons anywhere by anyone and in any circumstance is reprehensible and a violation of the provisions of the Convention, and in this regard has renewed its call on the Syrian authorities to cooperate with the technical secretariat of the organization and its working groups to implement all resolutions related to the use of chemical weapons in Syria.
And based on the Kingdom’s belief in the importance of the Organization for the Prohibition of Chemical Weapons is in able to perform its tasks and fulfill its obligations under the Convention in order to achieve the objectives of the Convention and strengthen the pace and international security, Ambassador Al-Attiyah expressed the Kingdom’s support for a number of draft resolutions to be taken in consideration by the Conference during this session, which is the draft resolution on the revised draft program and budget of the organization for the year 2023 AD, the draft decision on how to appoint the external auditor and the draft decision on the extension of the fund for the organization’s special missions.
He explained that the draft resolution on the reappointment of inspectors is very important due to its direct link with the verification system in the organization, calling on the states parties to the agreement to support this decision and work to explore a mechanism that leads to resolving the problem of the lack of specialized human cadres within the employment policy in force and consolidated in the organization.
Ambassador Al-Attiyah reiterated the Kingdom’s emphasis on the importance of economic and technological development in the field of chemical activities for purposes not prohibited by the Convention and not to hinder it under the content of Article Eleven of the Convention, urging all States Parties and the Technical Secretariat of the Organization to do everything that would improve the implementation of Article 11. In a way that contributes to the benefit of chemical activities that are not prohibited in a way that reaches the interests of peoples and countries and promotes development and economic globality.
It noted the recent workshop to evaluate and review the resolution adopted by the conference in 2011 on international cooperation, including capacity building for Member States.
At the end of the Kingdom speech, Ambassador Al-Attiyah expressed the Kingdom’s aspiration to open the new Chemistry and Technology Center in May 2023, which represents a turning point in the organization’s march and will be an essential bridge to realize aspirations, in particular in the transfer of technology and technical assistance to states parties, and a beacon of science and knowledge in the field of chemistry.
