The UAE cabinet said on Monday that a form of unemployment insurance would be implemented in the latest reform as the UAE seeks to attract talent and investment.

Prime Minister, Vice President, and Ruler of Dubai Sheikh Mohammed bin Rashid Al Maktoum said on Twitter, citing a government decision, that insured workers will receive money for a limited time if they become unemployed.

The statement did not specify whether this would apply equally to citizens and non-citizens residing in the UAE.

The statement stated that the goal is to improve the competitiveness of the labor market, provide a social umbrella for workers and create a stable working environment for all.
