The Council of Ministers of Egypt has agreed to treat rice as a strategic commodity and it is prohibited to keep it out of circulation, whether by concealment, not being offered for sale, withholding from sale, or in any other way.

The council said the decision was taken as part of monitoring local market and commodity and food prices, as well as tracking some of the practices that have led to the rice commodity being withheld from circulation by hiding or not offering it. for sale or abstention from sale.

The draft decision obligated holders of non-personal rice commodities, including producers, suppliers, distributors, merchants, etc., to take the initiative to notify the competent departments of supply and domestic trade at the level of the Republic of the quality and quantity of rice held by them, when subject to compliance with the control and delivery procedures established by the decision of the Minister of Supply and Internal Trade.

The draft decision provides that, without prejudice to any more severe punishment provided for in any other law, and without prejudice to the right to compensation, any person who violates the provision of the first article of this decision shall be liable to imprisonment for at least one year. a year and a fine not less than one hundred thousand pounds sterling and not less than one hundred thousand Egyptian pounds sterling exceeding two million pounds sterling or the equivalent value of the property that is the subject of the crime, whichever is greater.

In case of relapse, he is punished with imprisonment for a term of not less than two years and not more than five years, and the size of the fine is doubled from its limits.

In all cases, the court issues a confiscation order and the verdict is published in two widely circulated daily newspapers at the expense of the convicted person.

According to the draft decision, the decision will be published in the Official Gazette and it will enter into force on the day following the day of its publication, and its provisions will continue to be valid for three months or until further notice. , whichever comes first, and all competent authorities should implement it.

The Council of Ministers also approved a draft resolution, which provides that it excludes from the scope of the provisions of the Cabinet of Ministers Resolution No. 66 of 2022 on determining the selling price of white rice of a variety of elite, broad white rice, in which the brittleness index does not exceed 3%, subject to luxurious packaging , and its selling price should not exceed 18 pounds per kilogram.
