It’s Bulma’s birthday, and Son Goku is trying to make his way to West City to attend her celebration. On the way, he comes across a Tiger Thief on a wood bridge who refuses to let him pass. Nonetheless, Goku employs the Afterimage Technique, which outwits him and causes him to hang from the log.
Master Roshi and Kuririn are on their way to Bulma’s birthday celebration in the city when they become disoriented. While reading the directions, they notice a youngster playing with his toy car, nearly being hit by a bear driving in a vehicle. The bear slams the brakes at the last second, wrecking the toy vehicle but leaving the child unharmed. A Traffic Agent Lady arrives swiftly to check on the youngster. She informs him that he should be careful where he walks or that he will end up like a toy vehicle, terrifying him. She also shouts at the bear for speeding and failing to pay attention. After she informs them, Master Roshi and Kuririn ask her to assist them in reaching Bulma’s House.
Meanwhile, on his route to Bulma’s celebration, Goku encounters Suno on a motorway and asks for assistance getting to West City. She gets angry with Goku for crossing the street dangerously and assists him in getting there since she is going to meet her cousin, Shinseki. Suno encounters her cousin, aunt, and uncle when they arrive in West City. When Shinseki runs into the street to meet them, he nearly gets run over, but Goku saves him with his Power Pole. The Traffic Lady warns the youngster not to run into the street and teaches him and Goku about stoplights.
When Goku arrives at Bulma’s celebration, he consumes all the food, leaving none for anybody else. They all try to fight Goku in a rage. With everyone pursuing behind him, Goku flees Capsule Corporation. Still, the Traffic Lady blows her whistle, causing everyone to come to a halt and not run into the street.
