The report found that traffic restrictions were the predominant type of no-access incidents reported in 2021 and that these restrictions are in steadily increasing since 2018, peaking at the end of 2020.

He explained that the Houthi militia is also hindering access to aid by refusing to conduct needs assessments, monitoring and coordination of humanitarian affairs.

According to the report, humanitarian partners in areas controlled by Houthi militias reported that humanitarian movements were prohibited at roadside checkpoints, as special requirements were imposed on humanitarian missions at checkpoints.

He stressed that the ban on humanitarian movements in militia-controlled areas has often manifested itself in the request for a mahram to accompany Yemeni aid workers during their travels. in field mission, which led to the cancellation of field missions and the delivery of aid.

It reported that in the areas under the control of the Houthi militia, the partners reported that most of the intervention incidents affected the procurement, personnel and design of the project, delaying or causing the temporary suspension of some humanitarian activities.

The UN report found that interference in the implementation of humanitarian activities by the Houthi militia was repeatedly reported in 2021, with 890 incidents reported, most of which related to delays in approving sub-agreements for the project. .
