New Regulations Approved by Saudi Cab

The official newspaper “Umm Al-Qura” has revealed the details of the rules for the approval of provisions regulating the affairs of workers in public bodies and their compensation, which was recently approved by the Saudi Cab of Ministers.

Requirements for Public Bodies

And the newspaper indicated in its issue yesterday, Friday, that all public bodies affected by the rules and have administrative regulations, wage scales and provisions regulating allowances, bonuses and economic benefits, especially for their workers who are subject to the right of work and the social security system in force, to follow various procedures relating to the application of these rules.

Salary Scale Review

The newspaper indicated the need to provide the Ministry of Human Resources and Social Development with the working salary scales for its employees, to revise them in compliance with the salary caps approved under the rules of this decision, while the ministry coordinates what is necessary with the supervisory working group stipulated in the regulation, and communicates the results of the review and the necessary changes on the scales to the agency, to complete the adjustments necessary.

Administrative Regulation Review

The newspaper underlined the need to review its administrative regulation, including allowances, bonuses and benefits for its employees, as well as any documents that provide for other economic benefits for them, proposing to amend it in compliance with the outline of the unified administrative regulation and with the list of allowances, prizes and economic benefits envisaged by the legislation and to provide the Ministry of Human Resources and Social Development with what has been done in purpose, to verify its compatibility with the aforementioned model and list.

No Changes Until Audit Completion

The decision obliged all public bodies subject to the legislation not to approve any changes to their administrative regulations, the salary scales of their workers, their allowances, bonuses, economic benefits and any document providing for other economic benefits for them, in increase, until the completion of the audit work and its modification according to the provisions contained in the legislation.

Compliance List

And the resolution continued: “All public bodies, after completing the content of the second paragraph, must list the cases of workers with salaries and economic benefits that exceed the ceilings, and list the allowances, bonuses and economic benefits that will be approved in according to the rules and transmits the outcome of the inventory to the Ministry of Human Resources and Social Development according to the mechanisms set up for this purpose by the Ministry.” for transmission to the supervisory working group required by the Regulation.

Remedies for Exceeding Ceilings

The provisions required the group to study the cases and propose suitable remedies in so as not to prejudice the relevant statutory texts and the provisions contained in the contracts concluded with the workers and not to affect the worker’s total remuneration (basic salary plus transport and accommodation allowance) decreasing during the validity of his employment contract with the device.
