In a shocking escalation of violence, Russia launched more aerial assaults on Ukraine in June 2025 than any other month since the war began. Russian forces deployed 5,681 drones and missiles in that month, an unprecedented level of violence. As July progressed, similar strikes forced civilians in major cities to seek refuge underground.

Despite past attempts to diminish morale through similar tactics, some experts argue these measures have largely been ineffective.
