Google Play is overhauling its subscription infrastructure, introducing a “prepaid metered billing” model that allows for automated account top-ups. The update, announced on September 29, 2026, marks a shift away from traditional flat-rate monthly fees in favor of consumption-based pricing.
The new Usage-Based Billing system operates on a threshold-based mechanism. Instead of requiring users to manually purchase “credit packs” when they run out of a service, the system can automatically replenish a user’s balance once it falls below a specific limit.

Mixed Carts and One-Click Bundles
Alongside metered billing, Google is introducing “Mixed Carts,” a feature that simplifies the checkout process for complex purchases. Historically, Play Store transactions were often limited to a single type of product per checkout. Mixed Carts allow developers to sell a recurring subscription and a one-time product—such as a base monthly plan paired with a starter pack of usage tokens—in a single transaction.
Google is also rolling out “Cross-Developer Bundling.” This allows different developers to partner and offer their subscriptions as a single discounted package. For example, a productivity app and a specialized AI assistant from separate companies could be bundled together, providing a unified billing point for the consumer while expanding the reach of both developers.
Solutions for Organizations and Schools
To address the needs of the enterprise and education sectors, Google has launched “Multi-Quantity Subscriptions.” This tool enables organizations like businesses or schools to purchase multiple “seats” or licenses for an app in one transaction. Once purchased, the organization can assign these individual seats to its members or students.
This move mirrors a wider industry transition toward consumption-based models. By integrating these features directly into the Play Store’s billing API, Google is standardizing how users manage these costs.
