New Performance Thresholds and Hardware Constraints

Google Play is introducing mandatory performance thresholds for Android apps effective February 2027. This initiative is designed to address global hardware supply constraints that are currently affecting memory availability across the mobile market. The push for Google Play mandating reduced memory usage is partially fueled by skyrocketing DRAM prices, which reportedly rose 172% year-over-year by late 2025. This surge is largely attributed to increased AI infrastructure demand, a factor contributing to why the Cheap Smartphone Era Ends as manufacturers face higher component costs.

Memory Quality Metrics and Optimization

The “Memory Quality” mandate specifically targets three critical areas of application development: dynamic memory usage (including anonymous RSS and swap), bitmap memory consumption, and DEX code optimization. To maintain full visibility on the Play Store, applications must achieve a minimum of 25% coverage in code optimization, shrinking, and obfuscation. Google recommends using tools like R8 to reach these standards. Developers can monitor these requirements through Memory Quality Metrics in the Play Console. Apps that fail to meet these thresholds will face reduced visibility and limited publishing capabilities rather than being removed entirely.

Android 17 and Technical Requirements

Beginning February 1, 2027, all app updates must support 16 KB memory page sizes on 64-bit devices to remain eligible for release. This technical shift prepares the ecosystem for Android 17 and later versions, which will enforce per-app memory limits. If an application exceeds its assigned memory budget, it will be subject to zRAM swapping—which increases CPU overhead—or process termination. These measures are part of a broader effort by the Android Developers Blog team to elevate app quality across all device tiers.

Credential Migration and Developer Verification

In addition to memory constraints, Google will mandate support for “Zero-Tap Sign-In” via the Android Restore Credentials API starting April 2027. This feature aims to automatically restore user login states when transitioning to a new device, ensuring seamless migration. While games are currently exempt from this 2027 requirement, other applications must integrate the API. This focus on seamless transitions may complement system-level tools such as Android Pulse. Furthermore, Google is expanding developer verification requirements globally through 2027, necessitating government ID and business documentation for all publishers.
